NEW DELHI: Supreme Court's guidelines on preservation of the Ridge area are being flouted blatantly in south Delhi's Mehrauli area. Private builders have encroached upon more than 70 acres of the Southern Ridge to build illegal houses. They have also issued advertisements to announce the coming up of a private colony.Following rampant encroachment, the water table in the area is dipping drastically.
Residents of nearby villages claim that before the private builders encroached upon the land, they were getting water at just 40 feet. Now, it is not available even at 400 feet.
After inspecting the spot, MCD's court commissioner of Southern Zone, advocate Siddhartha Mridul, found that private builders have dumped debris in the ravines and water bodies of the Ridge to level the land for construction purposes. They have even prepared plots of 100 sq m and are raising three-storey structures. In violation of building bylaws, the coverage area of these houses is cent per cent. In his report before the bench of acting Chief Justice Vijender Jain and Justice Rekha Sharma, Mridul pointed out the modus operandi. "Vast areas of the Southern Ridge are left unpatrolled. Taking advantage of this situation, these builders are encroaching shamelessly," he said......Of the 7,200 hectares of Ridge area in Delhi, 6,200 hectares form the Southern Ridge. According to Mridul, the forest department has taken some steps against illegal constructions, but that was not very effective.Disturbed by the apathy of all the land-owning agencies in Delhi and their tendency to pass the buck over the ownership of Ridge, the judges observed: "Ridge is a protected area. But in a clandestine manner, the building mafia is dumping the ravines with malba and builders are changing the contour of the Ridge. The water bodies and ponds are being filled with the debris. Non-action demonstrates not only the lack of will or sensitisation but complete abdication of authority towards the people of Delhi."The bench has issued notices to the MCD commissioner, DDA vice-chairman, divisional commissioner, chief conservator, Ridge Management Board and chief secretary of Delhi Government. They have been asked to be present for the next hearing on July 31.
